I have jira cluster datacenter setup of 2 nodes, i upgraded to jira 10.3.5. So the new encryption method came with this version (Secure secrets configuration properties | Administering Jira applications Data Center 10.3 | Atlassian Documentation). After the upgrade i was making a a test database refresh from production environment so i changed the database name in dbconfig.xml.
One node started correctly but the other node gives me this exception com.atlassian.secrets.api.SecretServiceException: This secret cannot be decrypted with the configured encryption key
Any ideas to solve this issue?

Seems that's at large, we are dealing with same issue - support ticket should be good for now.

same issue on jira service manager 10.3.6 (not upgrading but fresh install), first node works correctly, second spams that error

There could be various reason for this - have you created an support ticket with atlassian and shared logs with them? If not, best way to identify is to create support ticket with logs data.
