Hi Sorry to hear about this problem. It appears that there might be a problem with the way that Jira is setup. There is a very similar thread over in https://community.atlassian.com/t5/Jira-Software-questions/Unable-to-delete-status/qaq-p/659938 that would tend to indicate that this could be a configuration problem in regards to the proxy that Jira might be using.
It might help to try the steps in Bypass a proxy or SSL to test network connectivity for Jira server, to see if perhaps you can get past this error that way.
If you can recreate this problem when bypassing the proxy, then I'd be interested to try to learn more about your environment, such as the version of jira you are using here, and what if any logs might appear within the $JIRAHOME/log/atlassian-jira.log file when this error happens.
