Today I encountered the same problem and found a solution without having to open a support ticket:
Within the Atlassian administration panel, go to Directory -> Managed Accounts and search for the blocked user account. Once you find it, select it, and you'll see the option to "Enable Account."
Then, you'll need to grant access to the Atlassian products you want within "Products."
You need to have administrative permissions in your subscription to resolve this.
