Confluence Cloud Free plans will be deactivated after 120 days of inactivity. Your Site Admin should've been notified by email warning about the product being deactivated due to inactivity.

You will need to raise this with Atlassian support (unless you took a backup before you let the system lapse).
However, free and starter users are not supported, I'm afraid Atlassian won't even look at the backups to see if your site could be restored if you were on a free or starter tier.
