I assume by "custom issue page" you are referring to Jira's issue detail screen. The create and edit screens can be customized to show any field you'd like via the Screen configuration for the given issue type.
and an even easier way to add a field to a create issue screen is to use the "where's my field" link on the create screen, type in the field you want, then scroll down to the section where it tells you the issue on not present on the given screen and click the link for that screen's configuration.
