Are you logged into the Cloud site you are trying to migrate to?

Also, Cloud was having some problems this morning, I would stop trying to do this until https://status.atlassian.com/ reports Cloud is back up and working properly.

Open a new window or tab in your browser and go to the Cloud system you are trying to migrate into.  Make sure you have full administration rights in it after you've logged in.

I am not going to pretend it is perfect.  For a plain server Jira with no add-ons, no customisations to the software and moderately simple configuration of the standard features, you should find no problems with the migration assistant.

But for the system stuff:

  • If you have got customisations server-side, you won't be able to keep them, and may need to remove them before trying to migrate.
  • If your application configuration is complex, you may find the need to reconfigure some stuff after migration.
  • Pay close attention to how user accounts work in Server and Cloud and check that the mappings and migration are supported for your combination

For plugins - no.

  • Cloud apps and Server apps are totally different in terms of their frameworks.  You can't install Cloud apps on Server, nor can you install Server apps on Cloud.
  • The migration assistant only covers plugins that are the same on Server and Cloud, which is essentially "only the apps Atlassian bundle into both".
  • Many Server apps have no Cloud equivalent
  • Even when there is a Cloud equivalent, there may well be no migration path between them.
  • And if there is a migration path, the migration assistant is only aware of a tiny handful of them

but i can  retrieve lost data after migration . by creating a backup CSV file in server and then import it in cloud to get lost data that is right ????

Possibly.  It depends on what you lose.
