difference between the api keys generated by org admin profile and normal user profile

Hi

Can some one clarify if there is any difference between the api keys generated by org admin profile and normal user profile.....like in terms of access, permissions, data that can be sent or accessed etc.

The tokens created under user profile are API tokens, and the ones created under the admin hub are the API Keys.
