Which verison of unicode is supported by which version of JIRA?
MySQL doesn't support those extended emoji characters with JIRA.
Or the other way around - JIRA doesn't support them when backed by MySQL.
I don't know which one of those the fault lies with, but it's one of the two. Either way, you can't use extended emojis with JIRA.

No, it's a known problem with MySQL. But fixable by configuring your MySQL to handle it correctly.
At the time the original question was asked, Jira would work with MySQL installs that were not set up correctly (which, annoyingly, is still the default settings for a new MySQL install).
But later versions will not, so the problem has mostly gone away - new and upgrading users must correct the settings on their MySQL database before they can use Jira.
