I created a project, and I want to add users (will open new issues\tickets)
but, when I get into the project, I see all the users and cant add users for this specific project
what can I do, how can I config this issue?

As a project administrator you can navigate to the project and configure users and roles for users in that project. You can control the individual permissions by configuring Project>Permissions. e.g add user x to the role Requester and give Requester the permission to create new tickets in this project.

Your filter definition might be incorrect. TRy to create an issue in your project. Can you see the issue directly?
You need the browse project permission to view issues in a project. Please go through the permission schemes once and get familiar with all the permission. It will save you a lot of time and effort.

I see that I have another problem...
I added the project to the filter, but while the user created a new ticket, the status automatically turn to "waiting for support" instead of "new"
and this is the reason, I can't see his new tickets
