how can i make visible to user to create classic template project?

my Product Owner cannot create their own classic template, i want my team to have availability to create sub task

Hello,

Only Jira administrators can create classic projects. If you want to let a product owner to create a classic project, then you have to make the product owner a Jira administrator.
