Have a look at the "permission scheme" for the project. That tells Jira who can do what in a project.

but i want to give the reporter the opportunity to be able to evaluate all the issue after the work is done such as 1 to 5 or any type of valuation that appear on the issue in all the project

I can't really tell you more than that because the question is about processes that you have not explained to us in terms of Jira. What does your process of "evaluation" entail? i.e. What should the users be doing in Jira to "evaluate the issue"? What is a "type of valuation"? When does the status of the issue change? What does the (e)valution process do in the workflow?

in sample words i want to add feature that allow the admin or other users such as the reporter to rate or give a value from 1-5 or 5 stars or any kind of evaluation to the employees who use jira or the issues that they create

So, a rating system. You can do that by simply adding a custom field to the issues to capture the data.
