that is because your questions are not specific enough. but let me try to answer...

You need the permission to assign issues and those you want to assign have to have the permission a assignable users. It is all controlled in the permission scheme.

Do they need to be added as Creatores to the JPD product? At the moment I can't assign anyone who is a contributor only.
