I can't seem to find any "Groups" option anywhere on this page

The Groups are created by Jira admin (or from AD or Atlassian Access sync').
Nested group OR Sub-Group isn't in Jira (only if you have a synced LDAP in Server/DC instance)

No, that's accessible by site-admins which is created by default.
