It appears the only way to add users is by inviting them. I need to set up an account for automations and the account does not currently have a mailbox. Is this possible on JIRA cloud or do I need to have a mailbox created for the serviced account so it can recieve the invite (I would then log in as the service account to click the activation link, etc.)
It does not. Accounts for apps do not "log in" the same way that a human does.
If you're creating "service account", you need to have access to that accounts email address to be able to log in with it while pretending it is a human.
Technically, you should not create a service account, accounts are supposed to be used by a single human.
Automations do not need a service account, they already have an app user built in (one that does not count towards your licence count), you certainly do not need to create one.
Why do you think you want to do this?
We often have people who want to display boards or dashboards on huge monitors in their area. Creating a read-only svc user that requires an email address is a waste of a license, a mailbox, and is one more password someone is going to forget and need to reset (that then needs to be communicated to a bunch of people who turn the monitors on in the morning.

you need the Email to create an Account as that is the global primary key and is unique over all Atlassian products worldwide.
However, you don't need to use the Invitation Email. Once the Account is invited/added to your site, the Account can simply log in and you will have to set a password.
Depending on your Atlassian Org setup there might be Authentication Policies in place that require a second factor, that would have required an Org Admin to set that up though.

how does the account log in without access to email? When I enter the email address I used for creating the account, it prompts to go click a verification link in an email.

You do need to verify the Email once in the beginning - i don't know of any way around that.
