I can not reach manage app section in jira.
I see in the log that upm plugin is disabled and I can not enabled it.
I get error "you have found dead link"
I also try to reach over rest api /rest/plugins/1.0/com.atlassian.upm.atlassian-universal-plugin-manager-plugin-key
I get same dead link error.
How to enabled upm plugin?
in the log file I see this:

think the first thing to do would be to clear the plugin cache as described at https://confluence.atlassian.com/confkb/how-to-clear-confluence-plugins-cache-297664846.html
There is a general knowledebase article available on that topic that covers also other options

I get the error in jira not in confluence.
I also delete plugin folder and recreate it starting jira but no solution.
This plugin status is disabled on database, I can not enable it.

Sorry my fault mixing up that you are on jira.
Can you by chance share your catalina.out / atlassian-jira.log file

I am facing this same issue after a Jira upgrade, and not able to see the manage add-ons page so not able to enable the UPM. it still shows as disabled in the Jira system page.
