I am not sure exactly what you are trying to do. Are you wanting to send a notification to the assignee with the value of a custom field changes?
Can you give an exact example?

Thank you for the clarification. You could create an Automation For Jira rule that when the issue is transitioned to Done you place the value of the current user into the custom field.
I would create the custom field as a User Picker (single user) type custom field.

There are two types of automation:

You can do this via global rules to apply to all projects also. You'll need to be a Jira Admin/Site Admin, go to Jira Settings > System > Automation Rules (left-hand menu).

Ah, the deployment type above on this post said you were using Cloud.
For Server, Automation for Jira is an add-on/plug-in. There is a limited but Free version called Automation For Jira Lite or a fully functioning paid version which is just Automation For Jira.
