For most apps, you have to look at what the app does and how it is configured. They all do so many different things, there's no way to report on "usage".

Adding an illustrative example:
App A adds 5 new custom field types to Jira. How would you measure usage? Based on which of the 5 had been used to create new custom fields? Based on how many custom fields were created? Based on how many projects or issue types used those fields? Based on how many issue had values for those fields?
App B adds 10 new functions that can be used in JQL filters. How would you measure usage? Based on which of the new functions were used in any saved JQL filter? Based on how many filters used the new functions? What about usage in board quick filters? What if the functions are used in filters that are in Jira Macros in Confluence?
App C adds 7 new Gadgets that can be used in Dashboards.
App D provides integration between Jira and and some non-Atlassian app (i.e. MS Teams).
App E adds the ability to have filtering options on Agile Board that look like the filtering options you find in the Issue Search screen in the basic view.
Every app can do something different. There is no standard way to measure usage of these different apps. You might be able to pull some information from the database if you know how the usage of the apps impacts the database.
For Confluence apps many, but not all, add Macros to the system. You can use the Macro Usage report from the Administration pages to get information about how many times macros are used. But not all Confluence apps add Macros. So, again you have to look at each app to evaluate the functionality it provides and then see if there is a way to measure the usage of the functionality.

It's developed by Atlassian, and does work on Server (even though it doesn't say that it does).
