We have ordered the issue layout to be in our desired order and it works like this when looking at an existing issue, but when creating a new issue, the order is different. For example in the screenshot you can see that Description should be before Acceptance criteria based on the layout setting, but it's different when creating a new issue.

You should change the order of the fields on the create screen itself. Go to Settings > Issues > Screens and search for the create screen used by the project. Then reorder the fields on this screen.

Hi @John Funk . What you describe is the spot where we choose what fields ARE AVAILABLE to a given screen, not the layout/order itself. Now, we know how to change the layout of fields on screens: Project Settings/Issues/Layout and then you click Edit Issue Layout depending on the issue type you want to modify.
What @Prajwal Ashok Nagrale is asking, and that I'd like to do too but don't know how, is how we can modify the layout (order of fields) in a CREATE screen for a given issue type. CREATE and VIEW/EDIT are not the same.
If someone knows how to do that I'd appreciate a reply. Thanks.

I found out how @Andrew Day you just have to listen to @John Funk . Simple as that.
The EDIT and VIEW screen fields are ordered as described in my comment above (https://community.atlassian.com/t5/Jira-questions/Re-Re-how-to-order-fields-in-create-issue/qaq-p/2733725/comment-id/1027982#M1027982). However for the CREATE screen, it's in the screen itself as described by @John Funk. It's just not obvious that you're affecting the CREATE screen directly from there, I think.
So while in your Jira project, click on Settings (cob wheel) > Issues > Screens, from there look for the screen in question, click on it and you'll land on a page called ISSUES (Configure Screen) in which you can reorder the fields. It just so happens that it's also the spot from where you make the fields visible of not.

Alain, I've found the screen you're referring to but still can't seem to make it work. I have a few different screens, I assume the one I should be looking at is "Default Screen". I've updated the order of the fields to my preference but when I go to create a new issue, the order is not obeyed.
I'm not sure what I've missed. Any help would be appreciated.
I am the Org Admin for the site, but only on a free licence? Does this affect my options for editing the create screen?

The order of my screens is slightly different. I don't see the screens options in the project settings.
I can find the screens through this path instead:
I found this screen following your earlier instructions as well, and re-ordered the fields there as well but it didn't seem to take.
The only other screen schemas I have are Resolve Issue Screen and Workflow Screen, neither of which have a workflow attached for anything sounding like new issue.
So based on your reply, I'm thinking perhaps there's an issue with the schema set up, maybe.
I assume Default Screen is used for anything that doesn't have another screen set up.
What I'd like is to put the parent field front and centre, as I can't make it a mandatory field. But I've reordered my fields, and the only schema attached is "Default Screen Scheme".
But even so, when I go to the create screen, the Parent field is way down the screen.
Short of any other suggestions I might just have to live with it.

I assume you have tried setting up ALL the screen layouts and not just the Create Screen? Just to see if ever the field order changes when you modify another layout. You may think you're editing screen A when in fact you're touching screen B.
I suggest you continue trying because it seems to me you're not far from succeeding. What you're trying to do is feasible I'm sure.

I've tried various things without success, including creating a new screen layout for "Create Screen" but after that I can't work out where to go or how to associate that with the actual create screen. I've tried creating a screen scheme as well and managed to tie that to the create screen I had just set up, but still no way to associate it with the actual create screen... that I can find.

Same problem here we are able via the "Issue - Configure Screen" to configure which fields are shown in the creation screen for the given issue type, but the order how fields are shown in JSM is not affected.

Hi, just noted that once you specified the fields and their order in "Issues - Configure Screen" there are still the following options that changes the behaviour which fields are shown.
- "Use request type fields": if switched on you need to "open portal" to have the fields show. Suppose here it is switched off to use the definition of the issue type create screen
- "Configure fields": in order to specify if all fields are shown or only a few. Specify "All fields" if you want to see them all
- "Hide unused fields": if switched off all fields defined in configure screen are shown in the defined order.

Unfortunately those don't seem to do anything useful for me in terms of changing the order of the the fields.
Configuring the fields allows me to select some or all fields, but not the order. Hiding unused fields similarly doesn't affect the order.
Finally, I don't have a toggle for "Use request type fields". I suspect it's because I don't have Request Types enabled in my project.
