You can share your ideas at jira.atlassian.com, Atlassian Jira instance is for collecting suggestions and feature requests. If someone replies, you can ask for a call/meeting :)

Just to double check. I know this is the way for Data Center products, but for Cloud they actually usually show this message, without the option to create a ticket.

Go to your cloud instance, in the main menu bar left corner, click on "?" --> Give feedback about jira. There you can fill the details and select "Yes, Atlassian teams can contact me...." option.
