I want to see the total story point of each teammate to balance the workload before starting a new sprint. When I was working for my previous company, I used to see a popped-up panel that showed the total story points along with my teammates' names on the backlog page, it looked like this:

name2 5 9
name3 4 7
name4 6 10
My previous company used a paid plan, but my current company uses a free plan. I believe that this panel is called workload by assignee.
Is there any way to use this feature on a free plan?

Jira does not have a "workload by assignee" function for anything other than time estimates, so I suspect someone at your old company installed an app that gave you the report.
You'll need to identify an app to add it to Cloud, but I can't point you at any, because I know it is something you should not be doing. If you're using story points for estimation, you should never be allocating them to individuals, it's supposed to be a team measure, and also, Story Points do not give you an indication of effort. It's also illegal in some places to measure individuals like that.

Unfortunately, I cannot find the 3 dots button on my backlog page.

If you don't have the three dot menu option, then you are not an administrator of the board. You'll need to find the owner/admin and get them to give you admin permissions, or have them make the changes.
