From Jira Software 7.4.x Release Notes
Improvements to issue export
We've implemented an exporter which exports JIRA issues in an HTML format. When viewing a list of issues, select
> HTML (All fields) or
> HTML (Current fields) . If required, a JIRA administrator can disable the HTML export option by setting the jira.export.html.enabled property to false at
> System > Advanced Settings .
Given that the HTML export can be quite memory intensive in large JIRA Software instances, we've also added two additional properties to the Advanced Settings page. These properties allow a JIRA administrator to control the default number of search results allowed to be exported by a user (jira.search.views.default.max) and the absolute maximum number of search results allowed to be exported (jira.search.views.max.limit). This allows an admin to prevent users from attempting to export a large number of results, which could result in performance problems with your instance.
thx for the response, but im talking about import, not export. Or do you mean the settings the same ?
And "advanced settings" does not have this setting you mentionend in the cloud version i have.

Ouch! Sorry Kurt Callebaut, I misunderestood you.
For import, on Server versions you will find the following property:
jira.bulk.create.max.issues.per.import
The maximum number of issues that can be created via a single file in CSV Importer available for non-administrators. 0 means non-admin CSV Importer will be disabled.
If you are on Cloud you will not see this option and you will need to use the External System import to bypass the 250 issue limit. In light of that you need to log in to your Jira Cloud site as a Jira administrator to start the import in that manner.
That being said, in order to use the External System Importer a user would need to be made an Administrator per Managing global permissions and Creating issues using the CSV importer:
Use the CSV importer to bulk create or update issues. If you need to do any of the following, you'll need to be a system admin and use Importing issues instead:
· create subtasks
· import attachments
· add new fields
· import to multiple projects
Hopefully this clears things up a bit.
Cheers,
