our JIRA process is made with ticket which type is "Change Request". each Change Request ticket has subtask that are ticket which type is called "impact".
is it possible to make a query about "Change request" and display columns that are fed with attributes of "impact" that are subtasks of the "Change request" ?
same question about a query that will list "impact" and where we would like to display columns that are fed with attributes of the "Change Request" that is parent of the impact ?

That is not possible with the native functionality of Jira Data Center.
Are you willing to consider acquiring a third party plugin to achieve your requirement?

I'm not personally aware of such a report. However, if you're open to solutions from the Atlassian Marketplace, there are a number of hierarchy-focused apps that may get you pretty close.
E.g., my team and I work on an app named JXL for Jira in which you could easily show your change requests together with the respective "impact" tickets, like so:
For context, JXL is a full-fledged spreadsheet/table view for your issues that allows viewing, inline-editing, sorting, and filtering by all your issue fields, much like you’d do in e.g. Excel or Google Sheets. It also comes with a number of advanced features, including support for (configurable) issue hierarchies, issue grouping by any issue field(s), sum-ups, or conditional formatting.
With these, you can build a view/report like the above in just a couple of clicks.

You can create a report and display parent and sub-task issues with the Issue dimension in eazyBI. Please see a simple example below:
You can add issue properties to display each issue details, and add some metrics. Metrics or measures will sum up to the parent of the sub-task.
