As per the below screenshot, I want to create quick filters with avatars.

no - there is just a difference between Cloud and on-premise Jira (Jira Server / Jira Data Center) - the codebase diverted over time, basically what we are seeing are two products which will have distinctive features as time goes by (best example is next-gen functionality which is just not there on Jira Server / Jira Data Center).
Here is a comparison of both Kanban boards on Jira Cloud (first picture) and Jira Server - it is not possible to get what you explained from Jira Server / Jira Data Center in that way.

Some time ago, we switched from Cloud to Server, and as far as I remember, we had the user avatar filter in the new Server environment. Is this correct that it used to be within the Server environment?
Currently, on a new project, I am really missing this option to filter the Assignee. The only option is to create custom filters for all users, but multiple users from different companies and people quiting or joining the project makes this not optimal. Is there any other option to filter for all users more automatically?

By default boards will (should) display user avatars for each user that has an issue currently on the board. These are independent of manually created quick filters. So I’m unsure what your goal is. Are you not seeing these avatars? You image seems to convey you are.

OK so I assume these quick filters would represent users other than the assignee, e.g. maybe the reporter? In any event you can’t do that with quick filters at least not out of the box. You might check marketplace.

I’m lost. Let me back up. When you create a board, by default the board will display avatars at the top (as in you image). These avatars represent any Assignee that has an issue on the board. It will not show an avatar for a user if they do not have an issue that is on the board at that moment. At least this has been my experience. Can you provide an image of what you’re saying where are you do not have the avatars?

Yes exactly. That reflects my point. Isn’t that your goal? Doesn’t that image represent what you want and what you have? Show me an image where you are not seeing the avatars but desire them.

Actually, the client has shown this image and asked me to configure the new board like this.

Hi Nani, the DC piece is quite important and this is where my confusion lies as your post is associated w/ Cloud and in Cloud this is precisely how it works. Unfortunately I do not have any experience with DC but I do not believe that this is available based on past experience and understanding. I can refer you to the documentation.
