Our teams are having trouble tracking individual tasks and issues due to multiple projects running in parallel.
As a result, I have been looking for a simpler way that allow the team lead and PM to track the project, team, and issues without going through each board individually, something akin to a summarize dashboard/Kanban board that would display issues/tasks from multiple projects to keep track of, allowing the team to know what tasks/issues they need to accomplish ranging from daily, weekly, to monthly goal.
I have already tried Jira dashboard, which does not really solve the problem I'm having. So, I wonder if there any other kind of app/3rd party/or any related Jira app out there that would provide the solution I'm looking for.

Why does the Jira dashboard not solve your situation? you could create a JQL filter for each team, then add gadgets with those filters, so you can visualize the work of each team.
On the other side, my company just launched Ronin Dashboards for Jira, an app that allows you to create dashboards with data from different tools (Jira, Bitbucket, Confluence, Opsgenie, Statuspage...), even different instances of those tools. And you can create dashboards like this one, where I added a gadget based on JQL for each team:
You can see it yourself in the third slide of this public (and live) dashboard.

Dashboards usually do solve this problem for most of us.
What is your dashboard not doing? What do you want to see from a report?

In addition to Nic's question, I see you note an idea about a Kanban roll-up board. Have you tried to create such a board to include the work spanning the different projects?

Hi Nic and Bill, Thanks for your reply. To answer your question, Jira Dashboard does slve the problem to some extend especially in term of task tracking (which we currently are using). However, it does not solve in term of resource management that my team are currently facing due to multiple ongoing projects running in parallel.
This lead to our team leads and PMs having trouble managing our own resources, planning, as well as direction where we intended to separate into daily, weekly, and monthly goal.
Thus, I have been trying to find a summarize dashboard that shows all ongoing project/ tasks & issues that would assist both team leads and PM in helping managing the resource.
At first I have tried doing Kanban roll-up board that spanning to multiple different project, however since my team are all using next-gen, and each project having their own status as well, that is currently not possible, and the option of moving to classic would cause a interruption into the current workflow and project, which I rather avoid.

I don't think it's directly the dashboard that is not working, it's that you do not know what you actually want from the reporting.
You'll need to define what a "summary of all ongoing project tasks and issues" would be for you. We can then probably help you build a dashboard that covers it.

I see, anyhow thank for your feedback Nic, greatly appreciated, the Dashboard does have some gadget such as calendar, or two dimensional filter, which can partially be used, but severely limited for resource management.
and to further clarify, what I'm looking for is something similar/akin to Gantt chart that shows each team member's ongoing task, displaying in days, weeks, and months which intended to be used by C level, PM, and team lead for resource planning as previously mentioned.

That's not a gadget or report, that's a massive layer of functionality that isn't there in plain Jira. Unless you've added a whole load of data (fields) to support it, with some automation, and if you have done that, then you'd find the default dashboard gadgets can be very close to doing what you want.
I would look to getting upgraded to Premium, you'll get "Advanced Roadmaps" which provides, amongst other things, the functions that allow you to plan, full on planning charts and a handful of gadgets for dashboards that report on it.
