I would like to ask why, when I deactivated the Jira user and customer license, I did not delete it. Why, after a while, did the user re-activate the Jira Product Discovery license by itself? Is there a way to fix this? When I deactivated the license, I still want to use the user normally without paying.

Suspending access to users actually just removes their access to the site and therefore they are not using a 'seat' when it comes to licensing. Product access is still 'linked' to their account in case they return so they can just 'continue' working as before.
I would recommend checking out the following official resource related to removing product access from a user: Remove product access for users
Basically, no matter if the user is active or suspended, you could remove them from user access groups. Once that's done, they won't be consuming the license but will also be unable to do actions related to specific products requiring a license.

@IT Support can you try to select this dropdown where it says User (creator) and deselecting this role? This should, in theory, do the trick.
