For Server, Atlassian has stopped selling NEW Server licenses as of Feb 2021. They also stopped offering upgrading and downgrading Server licensed user tiers. At this point, you can only purchase maintenance for already-purchased Server licenses until Feb 2024. Maintenance will follow annual cycles until Feb. 2024.

Cloud and Data Center are licensed differently. You will give up your perpetual licenses for a subscription that can be renewed on a monthly or annual basis.

Cloud and DC are very different pieces of software. They do the same thing, look similar and have (mostly) compatible data structures, but they are very very different.
We can't make the choice between Cloud and DC for you. DC is almost identical to server, so if you move to DC you may not even notice any difference. Migration to Cloud is going to show significant change to your users. They have different costs, different functions and to make a decision as to which way to go, you need to compare them in detail, maybe even getting a Cloud trial to see if it works the way you want.

It sounds like someone has not understood what a migration is or how software works and handed down some arbitrary and silly rule with no good reason.

As per the Atlassian News, the Atlassian server Product is going to expire in 2024 which means Atlassian is not going to provide support further.
I don't think so purchasing an for the long period will help, It would be good if you either migrate to the cloud or go with a Datacenter license.
