I am not sure about build in Forms, but in my organization we are using the way to share forms externally described in this article. With Smart Jira forms add-on we are able to share forms externally no matter what type of project you are using.

When I share the link of the form to users who do not have an account in Jira , they cannot access the form. It asks to create an account in Jira as on this screenshot.

If you are talking about a Form created in a Jira Work Management project, start by going to the Forms page in that project and opening the form you want to share.
Then click on the Share button.
You can email the link to people or click on the Copy Link option and post the link to the form in emails or on a web site.

Can you confirm that this project is a Company Managed project? That information will be displayed at the bottom of the panel on the left.
Can you show us the permission scheme associated with the project?

I am having the same issue reported by UTD, I created a form in a Work Management project (company-managed) so anyone (public) can create an issue on the project by submitting the form. But people are getting the message below.
The idea is that public users with that link are not required to have an account on our JIRA organization to submit the ticket.
Any suggestions?

Are you using a limited access form or an open access form?
Have you set the permissions for the project accordingly in the case of a limited access form, or granted a Jira license to all the users in the case of an open access form?
