I've created a checklist and want to put an @mention to notify the user. I put in a user name but the user does not get any notification. I've checked personal settings and under the e-mail notifications, the checkbox is enabled for 'someone mentions you'. Is there something that I'm missing?

There is no built-in checklist in Jira Cloud. Are you using some third-party app? Could you post a screenshot showing the checklist so we can guess which app it is?

Sorry about the late response. You are right, I wasn't aware that it is a 3rd party app but it is. It is IssueChecklist Free that we are using, and I found out that the paid-for version supports email notifications on @mentions.
