my sandbox showing it's deleted but I checked in administrator profile it's still their and all the permissions are same. no logs found about any changes about the sandbox remove or rights updates for my users.

When a sandbox is deleted you have a grace period during which you can restore it.
Did you delete and then restore the sandbox?
If not, you might want to give that a try.

we haven't deleted it. their is 2 member that have administration rights and they haven't done any actions.

The image that shows the message that the sandbox was deleted doesn't include the URL. Double check that the URL matches the actual sandbox name.
If it does the remaining suggestions that I have are:
1. Try deleting the sandbox and then restoring it. Deleting the sandbox does not immediately delete the data. It only takes the sandbox offline. You have a grace period during which you can restore it.
2. If you consider that too high risk, then open a support case directly with Atlassian to have them investigate the issue.

i have done the delete steps seems after that I can't found option to restore it.
I have now re-created new sandbox as it's was bit urgent that time.

Creating a new sandbox will have overwritten the previous sandbox. If you had data in that original sandbox that data has been permanently deleted.
