I have tried refreshing the page, using different browsers (such as Chrome and Edge), going incognito, and even switching networks (like using a mobile hotspot), but the problem persists.

I've reached out to the Community Support team to take a look at this. If I remember right, there's something that needs to be done on the backend side, but an official support member will be able to say more once they take a look at this.

Thanks for reaching out to our Community regarding your access issues when trying to get signed up for a product. Are you by chance able to access my.atlassian.com to then create an account? If you're able to create an account through that method you should be able to proceed with the site creation, if not please let me know.
