All users at my company can tag users with the @ symbol popup
My user is not working from comments and stories. I can however go to People and use the @ sign and see everyone listed in the popup.
I dont see anything in the admin or personal settings
everyone else at the company seems to be able to do this. I also had the Admin remove and re-add me to groups

I am not sure what the issue here is Tom, but I would ask your Jira Admin to verify if you have Browse Users global permission, which is required to browse (populate) users. If not then I would add the required group.
As jira admin
goto --> --> System --> Global permissions --> Under Add permission --> Click on drop-down 'Permission' and select 'Browse Users' --> Select the group you want to give this permission in the drop-down next to group --> Add.
