opening a closed ticket in Jira

Question...doesn't your workflow HAVE to allow you to re open a Closed or Done issue in Jira even as ADMIN?

 What I mean by this is your workflow has to allow the issue to "flow" in both directions via the workflow, or as ADMIN, regardless of workflow can I re open a closed or done issue?

Hello,

You need to add a new transition called Reopen, which leads from the Closed status to the Open status. You make this changes in the workflow, defined for your issues, In this case you will be able to use this transition and Reopen an issue.

Thank you! My theory was correct. It has to be defined in the Workflow.

There is no Jira Administrative feature that allows me to override a workflow...correct?
