permission issue

I get this error when configuring email reporter

Found 1 unprocessed message(s) in the imaps folder.
Cannot create issue due to invalid license: [Sorry, you can't create any issues right now, as you need to have access to a JIRA application to be able to create issues. To gain application access you need to be a member of a group assigned to an application.]

I cannot for the life of me find where to add those permissions, think I have tried almost anything

The user you are attempting to access this with, are they a licensed user of JIRA Software?

The error you are getting is not a permissions error, its a licensing error stating you are not licensed to do this.

Thank you,, I had the mail handler create users and was out of licenses... deleted everything and configured default issuer... everything works now. thank you
