prevent users from editing the description field in Jira issues

how to prevent users from editing the description field only .Dont effect other fields they can edit other fields only prevent from description field

You will need to

Remove their permission to edit the issue (stops them editing all fields
Remove the description field from the edit screen (stops everyone from editing the field)
Do #2 above and add the "edit description field" as a workflow transition so that some people can edit it
Install Scriptrunner's Behaviours and use that to make the field non-editable in the UI

But i give them to edit access in 2 workflow status but prevent to edit other statuses .how i can do that ?

Use options 3 or 4 - project and issue types can have different workflows, and Behaviours can be applied to both levels.
