I am new to JIRA administration. I cannot see "priority schemes" under "administration/issues".

We can tell it is Cloud because the poster does not have "priority schemes" under administration.
Cloud only has one "scheme", every project has to have the same list of priorities, which is defined under the "priorities" you have mentioned.

No, it just means you can't have different priority schemes in different projects.

That suggests that you have not added the priority field to your project(s) on Cloud.
