I've seen "__PRESENT" added to a text on websites not related to Jira, so I suppose it might be due to a browser extension or even browser settings of the user who publishes the text. Please check this behavior in another browser or in the incognito mode.
I found it happens when you edit a comment for a longer time. There's roughly 1 "PRESENT" for every 5 minutes it spends idle.
Since it happens not only with Jira comments it could be a Chrome bug of some sort.

I have the same problem - it sometimes appears in my comments and I don´t know why.
