I remember about 1 month ago to do a bulk update on many tickets and there was an checkbox "Send mail for this update" (or something similar).
Today I created a bulk update to transition a bunch of items in the board but the option was not there. I see no way to avoid sending the notification email...
Have you removed that option or it depends on specific bulk operation and/or permissions? One month ago I tested with the same user and the option was there.

It looks like you're using a Cloud instance and please correct me if I'm wrong and let me know which server version you're using. I tried this on my Cloud instance and I have the option in Bulk Operations when I try to transition issues as well as the other options I tried, however, the option is always on the Operation Details screen:
I tried this on my Server instance (7.6.3) and did not have this option.
Let me know if you see that and if not:
If you are on Server I will install that version and compare what I see to what you're seeing.

This looks like it may have to do with the JIRA Project admin permissions:
If you are a Jira admin or a project admin, we recommend deselecting the Send Notification option to avoid notification overload for everyone working on the issues being edited.
At this time only a JIRA administrator has permission to use the "No Email" for bulk changes which could be the issue here if you are not a JIRA admin.
Please see the following Communities post where others have seen this issue titled how can I configure "sent notification mail" during bulkchange.
In addition, please vote on the two related Suggestions titled No Email For Bulk Change Permission. You can vote on the Server related bug at JRASERVER-10962 and the Cloud related bug at JRACLOUD-10962.
Hopefully that helps. If you are an admin let me know and we'll go from there.
