A just-created project does not give me access to it's settings, I only see "Details" "People" "Issue Types" and "Features". Only way I can create a project with accessible settings is if I use inherit.
The project also does not appear the list of projects at Jira->Settings->Issues->Permission Schemes->Default Permission Scheme, and I cannot find a way to add it to that list.
Hello,It means you created the Agility project. It is also called an independent project. The features of this project are limited. You should create either Business, Software or Service Desk project.
Agility project do not required the Jira Administrator permission. But other projects require.

I do not see Agility. The options I see under that selection are: Kanban, Scrum, Kanban (classic) Scrum (classic), Bug tracking, Project Management, Task Tracking, Process control, Content management, Recruitment, Document approval, Lead tracking, Procurement.
Tell me, when you go into Jira Settings -> Projects... do you see any options besides Projects and Project Categories?
