I understand that you are trying to sign up for an Atlassian Cloud site, but are unable to continue. This error is known to happen for some users located within China. Typically this is happening because our site is requiring a captcha be displayed to the end user, however the great firewall of China can block the service we are using to display that captcha. I do not have a way to alter this requirement though.
The only work-around I am aware of is to utilize a VPN that connects to another country in order to complete the sign-up process.
