FYI: I just manage some jira projects, I'm not a jira administrator. We are running jira 7.13.11 and jira is connected to our Active Directory Database, so anyone in our AD has a jira account as well. But not everyone has "Application Access" Our project is setup so that a user not in AD can email a request to jira. However, if someone is in the AD and does not have application access, their email bounces with an error of

Is there a way to allow them to email a request without logging in?

I work with JIRA Cloud now, but I previously worked with JIRA Server.
As I recall, if your issue needs to be created in a Software type project, the email of the sender must be associated to a JIRA account that has logged in and received a license.
However, if your issue can instead be created in a Service Desk type of project, then such a project can be set up to allow creation of issues from emails from users who have not logged in to the application.
