I want to have default watchers for every issues in my next-gen project.
I know notification schemes aren't there just yet (sic!) - see JSWCLOUD-17157
Regardless, is there a way to achieve this, apart from manually adding every required user on each and every issues?

Another way I can see doing this is to bulk edit your issues.
I tried that already, but changing the watcher does not seem to be a possible bulk action.

You are absolutely correct; it only allows you to be the watcher. It seems silly that we would have to create a filter and have each individual user go to that filter and perform a bulk operation to become watchers, or go to each individual task and become a watcher. Sending members to bulk operation is a recipe for disaster.
