what board view helps me movie issues into epics across projects even if the issues are completed

in scrum board the the issues disappear from backlog once done and i cannot enable epic panel in issue navigator view. so how do i go about this?

from your backlog view, you should see on the top right side a button called "view settings" which has epic panel toggle button to enable.

as i explained, the completed issues cannot be seen in backlog view. i need to move the resolved and unresolved issues from across projects into an epic

in your initial question you mentioned the following "and i cannot enable epic panel in issue navigator view" so thats why i provided the above answer.

 

to address the part related to move resolved and unresolved issues from across projects into an epic, since you are using Scrum board then you wont be able to see resolved issues from previous Sprints. also, the backlog doesnt show you the resolved issues.

 

you need to use JQL in filters to retrieve the issues you are after and then do a bulk change for all of them.
