what is the best way to set a clear organization structure to take into consideration the different.

Is there any out of the box capabilities that could do this function in any of jira products? if no, which plugin do you recommend

I meant to Create a clear organization Structure to take into consideration the different departments existing in the HR Org Chart; so each department is built as a unit and each employee could be assigned for the related unit with the defined roles.
