You get a developer license, if you own a paid license. Developer licenses are for your testing systems only and you are not allowed to use such a license on a productive system.
An evaluation license is for evaluation purposes for a restricted number of days.

I have an evaluation license and its for 30 days.
Does this evaluation license run like that of the paid license - i.e I get all the features of paid one in evaluation right for a certain period of time (30 days)?
If no, please let me know what Im loosing in JIRA ?

No, evaluation licenses are full licences with all features.
They are valid for 30 days and after that, you can't use your Jira installation anymore.
