Hello @Wen-Ting Zhang ,

If you are a jira system administrator, please 1. check the Global permissions, browse users and groups permissions.

2. Check the project settings -> Browse project permissions

if the required user is in Both  the above, then  you can able to mention by using @. If still facing issue means have to look something.
