whenever a user story's priority is changed to highest it should automatically be assigned to me, i have created the rule however it's not working
Not sure, Let me explain you clearly, there are few user stories in the active sprint and whenever the client call happens or by request of PO we need to prioritize few user stories quickly. So we have an experienced person who can done these things. so instead of manually assigning to him, we are trying to automate it means whenever the priority of user story is mentioned as highest that automatically needs to be assigned to our best performer. Hope you understand my point now.

when I run the rule, the changes are not happening, I have done those things manually, when i run the rule it has to be worked right but it is not happening.

So when you run the rule, it does not assign it to the right person? Who does it assign it to? Can you share a screen shot of the details for the action to assign it?

As you mentioned above there are two ways:-
->If you want to assign an issue when it is created, you have to use the 'Issue created' trigger and update the priority while creating the issue.
-> If you want to assign issue after creation you have to use the 'Issue updated trigger and update the priority after the issue created.

As you mentioned user story, you can add the condition in automation as issue type = story.
