You need to be sure that the group your user belong to has the "Browse users" Permission
You can do this from Admin-->System--> Global Permission

You must be a registered user to add a comment. If you've already registered, sign in. Otherwise, register and sign in.
In addition, check the Global Permissions (not general permission) for Browse Users. You'll need to be in the group that has this Browse Users permission. You'll need to be a global level admin to check and change this.

There could be a couple of reasons for this.
Assuming the person you're trying to tag(@) has an active account on your Jira instance then the place I would check first is the project 'roles'.
Does the user you're trying to tag have permission to view that project/issue?
You can't tag a user that doesn't have access to the project/issue you're tagging them in.
Let me know if that helps.

Gary

@Henry Maia de Andrade - Sorry. slightly misread your problem.
Still worth checking the project roles. May still be why your list is empty.
