When add a user, see the error: "You've reached the maximum number of users for one of your products. To add this user, upgrade your "

but there are only 3 users on the Jira Free. (1-10 users).

Hi Andres - Welcome to the Atlassian Community!

Some of the other products have a limit of 3 people - like Jira Service Management. So if you have 3 people in it already, then it won't let you add more people to Jira, even though you are not adding this person to JSM. It's a bug to me, but it still prevents you from adding someone. 

So, take someone out of JSM, add your new person to Jira, and then add the person back to JSM if you want.

Check the list of users assigned to the group 'jira-users'. There may be local admin accounts, etc, that is chewing up the user count.
