Regarding "How to automatically assign an Issue to a user, based on Issue Type"

I read this page for the same purpose of in this issue below.

It's written that "1. Go to your workflow page by clicking on the Cog icon > Issues and then click on Workflows from the right pane."

But when I click Cog icon in the green box in attached screen shot, it's not appeared "Issues". (It's only appeared "Projects")

Could you kindly help me is this page correct?

Hi and Welcome,

You need Jira Administrator permission in order to perform those actions.
That's the reason you are not able to see Issue menu under Cog icon.

If I can't have Jira Administrator permission (because it's big company so I can't have), do you know other solutions...?
