Aline's answer is only partial correct.
In JIRA Cloud there are two types of project - Classic and Next Gen.
It is true that only JIRA Admins (application admins, not project admins) can create Classic projects. Also, all JIRA Admins have that access. You can't limit the JIRA Admins' access to creating projects without taking away their Admin access overall.
However, by default, anyone can create a Next Gen project.

Hi there,
Only Jira (System) Administrators can create projects.
If you would like to limit that, you can simply give the Admin rights to small number of users.
